REpow is actively participating in the Saraburi Sandbox, Thailand’s flagship initiative to transform Saraburi Province into a Low Carbon City and a model of sustainable industrial development. This provincial program brings together government agencies, industrial estates, local municipalities, and private sector partners to accelerate the deployment of renewable energy, circular economy solutions, and carbon reduction strategies.
As part of this initiative, REpow is offering a portfolio of three biomass power plants, one biogas power plant and a 30 MWe Floating Solar Farm, strategically designed to help Saraburi achieve its decarbonization and Net-Zero goals while maintaining economic competitiveness.
Feedstock: Rice straw, sugarcane leaves, cassava residues, and Napier grass secured via contracted farming and cooperative supply chains.
Outputs: Clean electricity for the grid and industrial estates, renewable boiler fuels, and certified carbon credits.
Impact: Each plant prevents open burning, avoids up to 100,000 tCO₂e annually, and reduces PM2.5 pollution across central Thailand.
Feedstock: Livestock manure, food-processing residues, and Napier grass.
Outputs: Renewable electricity, green thermal energy, and upgraded biomethane for industrial and transport use.
Impact: Captures methane emissions, replaces heavy fuel oil (HFO) in boilers, and delivers additional carbon savings of 50,000–80,000 tCO₂e per year.
Location: Reservoirs and water bodies within Saraburi industrial zones.
Outputs: Grid-connected renewable electricity with hybridization potential alongside biomass and biogas plants.
Impact: Reduces reliance on fossil generation by 45,000–90,000 tCO₂e annually (depending on installed size). Floating PV minimizes land use, reduces evaporation from reservoirs, and demonstrates scalability for replication in other provinces.
Decarbonization: Combined, the four plants will avoid more than 350,000 tCO₂e annually, directly supporting the province’s transition to low-carbon energy.
Air Quality Improvement: Elimination of open burning reduces PM2.5 particulate matter, improving public health and quality of life.
Industrial Competitiveness: Green energy supply allows Saraburi’s cement, steel, and manufacturing industries to remain CBAM-compliant and aligned with RE100 commitments, preserving access to export markets.
Community Development: Contracted farming programs secure stable income for local farmers, while composting and biochar co-products improve soil fertility and resilience.
The Saraburi Sandbox represents a good opportunity to invest in a provincially endorsed, multi-stakeholder low-carbon transformation program. REpow’s portfolio offers:
Bankable infrastructure backed by feasibility studies, EPC and O&M contracts, and BOI incentives.
High-impact carbon reductions aligned with Thailand’s Net-Zero roadmap and COP26 commitments.
ESG co-benefits through job creation, farmer income uplift, and local environmental health improvements.
Scalability within Thailand, as the Sandbox model is designed for replication in other provinces once proven successful.
By joining the Saraburi Sandbox, REpow strengthens its role as a catalyst for provincial-level climate solutions, delivering projects that bridge policy ambition, community benefit, and investor-grade bankability. Our three biomass power plants, one biogas power plant and a Floating Solar Farm stand at the center of this transformation, proving how renewable energy can enable Saraburi to become a true Low Carbon City.
